Court Sets May 2025 Deadline for Prosecution of Simon Ekpa on Terrorism Charges in Finland

In a significant development, a Finnish court has set May 2025 as the deadline for prosecutors to present charges against Simon Ekpa, a controversial Biafran separatist leader, for terrorism-related offenses. Mikko Laaksonen, Senior Detective Superintendent at Finland’s National Bureau of Investigation (NBI), confirmed the timeline on Tuesday, stating that the case is progressing in the Päijät-Häme District Court.
Ekpa, who has styled himself as the "Prime Minister" of the Biafra Republic Government-in-Exile, was arrested last week along with four other individuals. They are suspected of various terrorism-related activities, including incitement to violence and financing terrorism. Finnish authorities allege that Ekpa used social media platforms to incite violence in Nigeria’s South-East region, targeting civilians, government officials, and critical infrastructure.
According to the Finnish news outlet Yle, Ekpa has been remanded on charges of public incitement to commit crimes with terrorist intent. Meanwhile, the Central Criminal Police revealed that the other suspects are being held for allegedly financing terrorist activities, adding further weight to the ongoing investigation.
Superintendent Laaksonen explained the procedural timeline, noting, “The district court has scheduled May 2025 for the prosecution to present possible charges. Due to the ongoing investigation, no additional information can be shared at this time.” He also indicated that either Ekpa or the authorities could request a re-evaluation of the case every two weeks if necessary.
While Laaksonen declined to disclose specifics about the investigation, the NBI acknowledged that international cooperation plays a crucial role due to the cross-border nature of the case. However, further details on collaborative efforts between Finland, Nigeria, and other international bodies remain confidential.
Simon Ekpa, a Finnish citizen of Nigerian descent, has been a polarizing figure due to his calls for a boycott of Nigeria’s 2023 general elections, which led to violent enforcement actions and attacks in the South-East. His actions have sparked widespread condemnation, prompting global petitions urging Finnish, Nigerian, and European Union authorities to take action.
In February 2023, Nigeria’s Ministry of Foreign Affairs summoned Finnish Ambassador Leena Pylvanainen to express concerns over Ekpa’s activities, demanding Finland’s cooperation in addressing the security threats posed by his incitement.
The District Court of Päijät-Häme officially ordered Ekpa’s detention last Thursday, citing public incitement to commit crimes with terrorist intent as the primary charge. As the case unfolds, Ekpa faces potential prosecution for incitement, while his associates are being investigated for financing terrorism, marking a critical juncture in international counterterrorism efforts.
This case underscores the complexities of combating transnational terrorism and the challenges posed by the use of digital platforms for incitement and mobilization of violence.
