Adamawa State Government Releases N325 Million Without Supporting Documents, Violating Fiscal Law
A recent audit of the Adamawa State Government’s financial activities for the 2023 fiscal year has unveiled alarming fiscal irregularities. The report highlights the release of N325.1 million without the required supporting documentation, in clear violation of the state's financial regulations.
According to the audit, the Office of the Head of Civil Service paid out a staggering N230 million without providing the necessary documentation. The auditors scrutinized 15 payment vouchers, collectively amounting to N230.5 million, and found them lacking proper records. This contravenes Section 0603 (I) of Adamawa State’s financial regulations.
The report also revealed that the Area Court divisions disbursed N15.8 million without relevant documentation. Similarly, the High Court of Justice in the state paid out N41.953 million, again without adhering to the prescribed financial protocols. These expenditures were flagged as not being in the public interest.
Other concerning financial missteps include:
Adamawa State Museum and Monument: Paid N848,000 without documentation.
Adamawa State Mining Company: Disbursed N1.965 million without supporting records.
Ministry of Women Affairs and Social Development: Spent N6.1 million without proper documentation.
Ministry of Culture and Tourism: Flagged for N333,000 in illegal payments for running costs.
Ministry of Youths and Sports: Paid N27.4 million for running costs without proper authorization.
The audit’s findings point to a systemic disregard for financial discipline, with the absence of documentation raising concerns about accountability and transparency. The N27.7 million paid by the Ministry of Youths and Sports for running costs, along with similar payments by other ministries, was deemed illegal and contrary to the state’s financial regulations.
This revelation underscores the need for stricter financial oversight and accountability in Adamawa State to prevent further fiscal mismanagement. Authorities are urged to investigate these irregularities and take appropriate action to ensure adherence to financial regulations, safeguarding public funds for the benefit of the citizens.
